RICHARD A., January 6, 2017. Beloved husband of Stephanie (nee Thomas). Devoted father of Carmen (Denise), Simone, Marlena (Kirk) Zappile-Thomas, Charlotte, and Richard (A’Leah). Grandfather of Noah, Lia, Lilianna, and Kara. Brother of Patricia (Vincent) Visco. Nephew of Robert (Marie) Cella. Also survived by many loving nieces and nephews. Richard was the former First Deputy Commissioner of the Philadelphia Police Department, Deputy Mayor of Philadelphia, and Chief of Philadelphia Housing Authority Police. Relatives and Friends are invited to his VIEWING FRIDAY 9:00 A.M. at The Church of St. Monica, 17th and Ritner Sts, Phila., Pa. Followed by his funeral Mass at 12 noon. Interment Private. In lieu of flowers family requests contributions be in his memory to the FOP Lodge #5 Survivors Fund, 11630 Caroline Road, Phila, Pa.
